Foreign Military Sales

Foreign Military Sales allows the U.S. to sell, grant, or lease U.S. defense articles, services, and training to partners, providing a cornerstone of engagement and cooperation with regional partners to build partner capacity, and invest in future stability and security.

The Foreign Military Sales program is a form of security assistance authorized by the Arms Export Control Act and a fundamental tool of U.S. foreign policy. The FMS system allows the U.S. government to facilitate sales of U.S. arms, defense equipment, services, and military training to foreign governments. FMS programs are conducted through binding contractual agreements between the U.S. government and an authorized foreign purchaser.

These government-to-government agreements to transfer defense articles and services are called Letters of Offer and Acceptance.
