This site provides information for vendors, and contracting units performing in the United States Africa Command (USAFRICOM) area of operation (AOR).
Contracting opportunities
Vendors interested in doing business with the United States in Africa, can register in https://sam.gov/. After registering, you can search for contracts and opportunities by location and other keywords. Note USAFRICOM Headquarters has no procurement authority, so interested parties would need to contact the cognizant contracting organization.
Guidance for contracting officers and organizations
USAFRICOM Operational Contract Support Integration Cell (AC J443 OCSIC) conducts a monthly OCSWG and maintains a library of useful information and references. One library is the Operational Contract Support Collaboration Portal hosted on Intelink.
Contracting units are required to comply with USAFRICOM’s Vendor Threat Mitigation (VTM) process prior to executing contracts, and vendors must register in the Joint Contingency Contracting System. USAFRICOM’s Vendor Threat Mitigation (VTM) policy is described in ACI 4800.07.
Contracting Units must include DFARS clause 252.225-7980 in all service contracts and mandate vendors update the Pre-deployment and Operational Tracker (SPOT).
Contractor Personnel management
The USAFRICOM Contractor Management Plan (CMP) provides guidance, policy, and tasks related to managing contractor personnel including deployment, in-theater accountability and access, government-furnished support, and re-deployment
Traveling to Africa
USAFRICOM’s theater entry requirements pertain to all DoD military, civilian, and contractor personnel traveling in any capacity into and within the USAFRICOM AOR.
All personnel on official or leisure travel must adhere to the medical theater entry requirements.
Working with the Department of State
General Services Officers working for the Department of State (DoS) are not responsible for providing procurement and contracting support for Department of Defense (DoD) personnel beyond limited support to those personnel permanently assigned at a DoS post and covered by an International Cooperative Administrative Support Services (ICASS) agreement. DoD Military units are responsible for providing contracting support to theater security cooperation efforts and other DoD activities including military exercises, training, base operations, weapons procurement, aviation fuels and construction.
