Cutlass Express
Cutlass Express is an exercise conducted in East African coastal regions and the West Indian Ocean to counter malign influence, aggression and activity along overlapping command seams and maritime regions.
Cutlass Express is a premier multinational maritime exercise sponsored by U.S. Africa Command (AFRICOM) and led by U.S. Naval Forces Europe-Africa/U.S. Sixth Fleet. This exercise is a cornerstone of maritime security and cooperation in the strategic waters of the East African coast and the Western Indian Ocean. It brings together maritime forces from East Africa, West Indian Ocean nations, Europe, North America, and several international organizations to enhance maritime law enforcement capacity, promote national and regional security, and increase interoperability among participating nations.
The exercise is designed to strengthen maritime domain awareness, counter illicit maritime activity, and promote adherence to the rule of law. Through a series of shore-based and at-sea training events, participants engage in scenarios that test their capabilities in maritime interdiction, information sharing between Maritime Operation Centers, and counter-proliferation interdiction capabilities. These scenarios include visit, board, search and seizure (VBSS) and maritime interdiction training, counter-illegal, unregulated and unreported (IUU) fishing procedures, and initiatives aimed at enhancing Women, Peace, and Security (WPS).
Cutlass Express emphasizes the importance of collaborative efforts to ensure maritime safety and security in the region. It showcases the mutual commitment of regional and international allies and partners to improve readiness, demonstrate the capability to combat piracy and counter illicit trafficking, and secure the maritime domain. The exercise also leverages collaborative institutions like Seychelles’ Regional Coordination Operations Centre to increase the pace and scale of regional maritime cooperation.
With each iteration, Cutlass Express sees significant growth in participation and scope, reflecting a deepening commitment to safeguarding maritime corridors and fostering a shared vision for a secure and prosperous maritime environment.
