The Senior Development Advisor to the United States Africa Command, Mark Anthony White, reported for duty on October 11, 2010.

A career member of the Senior Foreign Service, Mark Anthony White was officially sworn in as the United States Agency for International Development (USAID) Mission Director to Timor-Leste on April 11, 2008.

As Mission Director, Mr. White managed an annual portfolio of approximately $26 million designed to help Timor-Leste become a stable, secure, democratic and prosperous country. Mr. White previously served in Afghanistan as the USAID Director of the Office of Social Sector Reform. Managing a $590 million dollar portfolio, Mr. White was responsible for the U.S. Government's largest health and education projects of any development mission. His collaboration with the U.S. forces in Afghanistan proved beneficial in providing better education to over 2 million students.

Mr. White has lived and/or worked in numerous African countries over an 18 year time span. These include Cameroon, Burkina Faso, Senegal, Cape Verde, Niger, Zambia, Uganda, Kenya, South Africa, Zimbabwe and Egypt. In addition, Mr. White has visited Nigeria, Togo, Benin, Ghana and Mozambique. On the African continent, Mr. White primarily worked on health, education and water/sanitation projects-all designed to improve the quality of life and overall health status.

Mr. White is the recipient of numerous awards including a Meritorious Honor Award (2009); Award of Collaboration, U.S. Navy/Seabees (2009) and the Franklin Award. He also received the Presidential Gold Medal of Achievement, President Hen Sen., Cambodia, 2005.

Mr. White received a Bachelor of Science degree from Xavier University and Master's degree from the University of North Carolina at Chapel Hill.
