ECOWAS Maritime Safety and Security Seminar held in Abidjan

The Economic Community of West African States (ECOWAS), in partnership with the United States Embassy in Abidjan, the Washington-based Africa Center for Strategic Studies (ACSS), the U.S. Africa Command (AFRICOM), and the Government of Cote d’Ivoire, today welcomed experts from government and international organizations with expertise in maritime security threats and challenges to a maritime safety and security seminar in Abidjan.

In his remarks opening the seminar, United States Ambassador to Cote d’Ivoire Phillip Carter III stressed the importance of the event for all members of ECOWAS.


“Africa’s oceans are crucial sources of livelihood and food security, a platform for trade, including for landlocked countries, a theater for potential conflict, and if poorly governed, an area transnational criminal networks can exploit with impunity,” Ambassador Carter said.

The event, which runs through February 22, addresses an urgent need to deal with West Africa’s growing maritime security threats, and enhance security in its maritime domains. The seminar is also consistent with the U.S. government’s ongoing efforts to assist African countries address the continent’s security challenges.

“The task that lies before you is daunting, but you will not go it alone,” Ambassador Carter said. “In addition to the collaboration between the 15 ECOWAS member states, the United States and our partners will continue to support your efforts. The presence of both AFRICOM and ACSS here today is a demonstration of our backing and encouragement.”

At the event, participants from governments and international organizations with expertise on maritime security threats and challenges in West Africa are reviewing and assessing the ECOWAS Integrated Maritime Strategy which establishes guidelines for security of the waters off the coasts of ECOWAS member countries.
